Save Money On Waterproofing Services With City-Wide Incentives
City of Toronto Basement Flooding Protection Subsidy Program (BFPSP)
This municipal program is the main incentive designed to help homeowners offset the cost of flood protection devices that prevent sewer backup and basement flooding.
Total Maximum Subsidy: Up to $6,650 CAD per property. This is the total across all eligible work types combined, for work completed on or after November 12, 2025 (applications accepted since May 1, 2026, when the City expanded the program).
Eligibility: Owners of single-family, duplex, triplex, or fourplex residential homes in Toronto are eligible.
Covered Services:
Home Plumbing Assessment: A one-time professional assessment of your home’s plumbing to identify flood risks. Max subsidy amount: Up to $500.
Backwater Valve Installation: Prevents sewage and storm sewer water from backing up through your floor drains and toilets into your basement during heavy rain. Max subsidy amount: Up to $1,600 per device (maximum two devices).
Sump Pump Installation: Collects water from your weeping tile system and pumps it out of the basement and away from your home’s foundation. Max subsidy amount: Up to $2,250 (maximum one device), plus an additional up to $300 for a battery backup.
Severance and Capping: Disconnecting the foundation drain (weeping tile) from the city’s sewer system and capping the connection to eliminate a direct entry point for floodwater. Max subsidy amount: Up to $400 for the severance and capping work.
